Add 'EMACSNATIVELOADPATH' env variable support (bug#44726)

* lisp/startup.el (normal-top-level): Read 'EMACSNATIVELOADPATH'
and add entries too `comp-eln-load-path'.
* lisp/mail/emacsbug.el (report-emacs-bug): Dump
also 'EMACSNATIVELOADPATH'.
